Revenue Mobilisation Allocation and Fiscal Commission

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) is a Nigerian government agency established under the provisions of the Revenue Mobilisation Allocation and Fiscal Commission Act of 1989 (as amended). The commission is primarily responsible for the allocation and distribution of revenues among the three tiers of government (federal, state, and local) in accordance with the principles of fiscal federalism and revenue-sharing formulae.

Here’s an overview of the functions and responsibilities of the Revenue Mobilisation Allocation and Fiscal Commission:

  1. Revenue Allocation: The RMAFC determines the formulae for sharing revenue among the federal, state, and local governments, taking into account factors such as population, equality, and needs.
  2. Review of Revenue Sharing Formulae: The commission periodically reviews and updates the revenue allocation formulae to reflect changing economic conditions, demographics, and developmental needs.
  3. Monitoring Revenue Generation: RMAFC monitors the collection and remittance of revenues accruing to the federation account from various sources, including oil and non-oil revenues, to ensure compliance with statutory provisions.
  4. Resource Control and Management: It assesses the control and management of natural resources by the federal and state governments, ensuring that revenue derived from these resources is equitably shared among all stakeholders.
  5. Fiscal Efficiency and Accountability: The commission promotes fiscal efficiency and accountability in the management of public finances by conducting audits, investigations, and reviews of government revenue and expenditure practices.
  6. Advisory Role: RMAFC provides advice and recommendations to the federal, state, and local governments on revenue mobilization, fiscal policy, and other related matters.
  7. Capacity Building: It conducts capacity-building programs for government officials, legislators, and other stakeholders to enhance their understanding of revenue allocation principles and practices.
  8. Public Awareness: The commission educates the public about the revenue allocation process, the roles of different tiers of government, and the importance of fiscal federalism in promoting national development and unity.
